if budget is your main concern, i would second going the used/ebay/internet 
search route. obviously, that takes much longer. you can, however save a 
ton of money, get your bike fun and rideable, and then swap out for more 
expensive parts later or as you need them.  i put a sam together for a 
little less than 600$ (including saddle/seatpost/pedals) by making some 
trades, bidding, using coupons, buying from the group, digging in parts 
bins etc.  in some cases, i ended up with better items than would be in the 
riv build kit. only a few concessions were made (older bar ends, claris 
derailleur, vintage sr seatpost). the wheelset is where you'll spend the 
most, and for my purposes, a lightly used/good quality wheelset (not hard 
to find in 700c) was a worthy concession  to save 2-300$. ill get a few 
years or more out of them and then i can upgrade if i want.  in the 
meantime, i have a bike that rides great and i saved some money that i can 
spend on bags and racks and lights and whatever.
