Get some Rich-built wheels with a rim choice optimized for the estimated tire 
width you intend; get Rich's advice on making that choice; he's great at that. 
For example, I went with Atlas rim matched to the 700x50 or 55 Big Ben tires 
that I usually ride.

If you have Rich-built wheels on a Hillborne frame it will be hard not go wrong 
with the rest of the bike. 2nd most important thing after the wheels is bet the 
saddle and handlebars right. I think not skimping price-wise to make those 
things right (frame, wheels, seat, handlebar) sets you up for a great bike no 
matter what. After that, set up the rest of your components as your mood and 
budget strike you.

Someone on the forum gave a great shifter tip recently: Sunrace thumbies 
mounted directly to the stem. It looks like a good moderately priced way to go.
