I would scrap the taskbar in windows and linux and use a toolbar simialr to
the early macintosh or who remembers the Lotus Quicklaunch bar that used to
sit ontop of teh taskbar?

Heres a few made-up menu options to show you what I mean:

             Word
             Excel
             Powerpoint
             Access
    Openoffice.org
            Writer
            Math
            Calc
            etc...

Mail
     Outlook
     Thunderbird
      Evolution Mail

Chat
      MSN
      Trillian
      Pandion
      Pidgin


Games
      Frozen Bubble
      Cedega
