Two points.
 
First, this time around Trump is not president so he does not have the same 
power to obstruct the process if he loses that he had last time. True his 
supporters in the states can cause chaos but that is likely the extent of his 
obstructive capabilities other than having a handful of "Proud Boys" show up on 
inauguration day. The police, Secret Service and National Guard would easily 
deal with that.
 
Second, it is looking likely that a Harris Administration would be less a 
continuation of the Biden Administration but more likely an attempt to rerun 
the Clinton or Obama Administrations. The influence of the Shark Tank 
Billionaire surrogate and  her Uber Executive brother in law attest to that.
