Charge the customers who want to be on this list more, and make querying
the list open to all regardless of volumne. You'll want more adoption
and people using the list which will make it more attractive to those
that want to be on it.
Email for a lot of hosting providers is not profitable and usually part
of a larger service offering. With razor thin margins, I can't imagine
any hosting providers paying extra just to query "yet another list".
