But this was not enough to prevent them being listed in level-3: http://www.uceprotect.net/en/rblcheck.php?asn=63949 217 level-1 in the last 7 days on 510.000 IPs. I see Oracle is in level-3 too: http://www.uceprotect.net/en/rblcheck.php?asn=31898 267 level-1 in the last 7 days on 1.2 millions IPs. I guess most small ASN are not in level-3 just because of the "at least 10 level-1" requirement.
