Umm.. it's not impossible, and it's not even that difficult..

It's a choice.. there are many service providers out there that do a bang up job.. You'll have to explain why one service provider has 1000x reports per ip than another..

Maybe we need to do more about pointing out who is doing a responsible job in the industry, and recommend them more, than just calling out the bad guys..

There is a germ of an idea in there, maybe a public web page that various infosec and rbl operators can communally contribute to that shows which hosting companies have the most and least reports over a given month, totals and percentages of their IP space.
