You’re absolutely right, there is a massive challenge for small senders these days. I even blogged about it a couple weeks ago (https://wordtothewise.com/2019/04/email-filters-and-small-sends/)
I don’t think it’s permanent, I think the filters will adapt, eventually. I think discussions in places like this (and elsewhere) pointing out the filters seem to work better on high volumes than low volumes are a part of that change. Individual recipients pushing back are crucial.
