I also think so. My last installer version (shipping 1.3.7pre) was
downloaded over 1000 times in the last week and I got only one email
about problems: The menu encoding problem.
This is the only thing we should specially consider for the Windows
release of 1.3.7. I created .mo-files for romanian, slovenian, russian,
slovak, and polish in Windows codepages to let the menu names appear
correctly (otherwise LyX is unusable on Windows in these languages). I
uploaded them to
http://fkurth.de/uwest/LyX/lyx_locale.rar
because they are too large for the list. Could you place them somewhere
so that people find it when they compile a win version of 1.3.7 (for
Angus, Michael)?
(Btw. is the ftp.lyx.org and ftp.devel.lyx.org /incoming folder problem
fixed so that others can upload rpm's when 1.3.7 is out?)
At last the status of my installer: Should I build a new version
containing 1.3.7 and you'll upload it to ftp.lyx.org? Do we provide LyX
for Windows officially only with Angus' installer? Would you at least
mention the new installer in the announcement?
Aaahhh, questions and questions and nobody has answers :-) .

p.s. My installer should now be stable enough after seven releases. José
promised to send me a portuguese translation which will be the only new
thing for the next release (besides the fixed .mo-files).
