That is my understanding, too. But I am now puzzled by your later mail where
you say that also "Figure:" is translated correctly if the mo files are in
windows encoding.

This is something different IMHO. The fact that the euro sign can't be used
has to with the latin1 <-> latin15 difference. I don't see why the use of
ISO encoings for the text should be a problem (apart from the fact that you
can't mix languages with different ISO encodings -> unicode).
IMHO the problems are buried at different places in LyX where it is not
clear what type of encoding a given string has.

Fine, I only remembered a discussion with you where you did not want to
change that (but my memory may be wrong).
