Except that nobody can do that except those who compile from source or the linux users who know where to hunt for this information in /usr/share/doc.
It would be nice to have NEWS and RELEASE-NOTES in the primary form of LyX documents accessible from help menu (which is unfortunately already overcrowded). A less sexy alternative would be a text browser accessible from the About dialog.
