I don't understand. Single quotes are in UK English the outer quotes
while double quotes are the inner quotes. (The same applies for Welsh.)
Our quotes feature is there to map the " key to the correct quote for
outer quotes. So I don't see a reason why US English users are able to
map " to the outer quotes while UK English users cannot use this feature.
You mean that you map " to a single quote ? That might be pretty
confusing I guess. What does pressing ' mean then ? A double quote ?
This character is independent of the quotes settings. Pressing the " key in LyX inserts the desired
outer quotes. This is independent of the character of the outer quotes.
E.g. on a Russian keyboard you press " and get << or >>, the same is with the standard French azerty
keyboard layout.
With German qwertz keyboards you cannot insert the German quotes "99-66". Moreover, to insert single
quotes you need to use the French accent-grave key.
As you can see, correct quotation marks cannot be inserted with standard keyboards. That's why we
have the inset quotation feature.
When the British are using single quotes and not double quotes as outer quotes, we should respect
this and enable the quotes feature also for them.
