I don't understand. Single quotes are in UK English the outer quotes
while double quotes are the inner quotes. (The same applies for Welsh.)
Our quotes feature is there to map the " key to the correct quote for
outer quotes. So I don't see a reason why US English users are able to
map " to the outer quotes while UK English users cannot use this feature.

You mean that you map " to a single quote ? That might be pretty
confusing I guess. What does pressing ' mean then ? A double quote ?
