Monolingual users do not need such a feature. If they are hit by language
markup, they are in fact not monolingual users anymore (in a broad sense
of multilingualism, including 'inner multilingualism', i.e. language
varieties).
What's wrong with one extra option:
Document->Settings->
- Language:English
- Force all text to be the specified language:true|false
It's a bit more complicated: A user might want to "normalize" language
variants but keep "truly distinct" languages.
E.g. I would like my documents to be either completely ngerman or
completely ogerman (i.e. German with either traditional or reformed
orthography) but keep English parts marked as English.
To suggest something from a non-developer-perspective: What about
something like an outliner for languages, where one can change and
remove all occurences of non-standard-language? Though I dont't really
know if that would be practicable/useful...
