I think you are confusing services provided by through the CO (like multiline hunt groups and call waiting) with services provided by the KSU.
If you are using a POTS line, with call waiting provided by the CO, then to accomplish what you have described, the call has to fall through to voicemail provided by your phone company. Think of it this way, a POTS line has the ability to carry one voice call. What you want is for someone to be able to keep talking to the first caller, while the second caller somehow is able to connect to your voice mail system. Just can't work.
