You ARE looking for a challenge.  That complicates things considerably.  Without considering folding wings I'd say keep the tanks as close to the main spar as possible for CG considerations and tip would be my last choice as weight out that far on the wing could affect handling in both roll and yaw.  Folding wings on a KR puts you rather far in to the weeds as far as engineering goes. Seldom if ever done.  I think one gentleman in England had a system to remove / install wings without assistance.  You might consider that route but with fuel in tanks that becomes more complicated also.  You may have to scale back your plans to keep fuel in the cockpit and design an easily removable wing. Any chance you can find a hangar to share?
