We have this debate every couple of years, and I believe I've learned from a 
previous discussion that there is more than just one type of "blue foam". 
One is polystyrene, and fuel will dissolve it quickly.  I believe there is 
another type that will not, but it's more of an open cell stuff, maybe 
urethane, so you're right back where we started.

I have a small leak on my "main" (passenger) tank.  If I fill it up to 
within about 1.5" of the top, I can smell fuel in the plane later.  Needless 
to say, I don't fill it to within 2" any more, but if I had styrofoam wing 
skins, they'd have been flapping in the breeze a long time ago. and I'm 
pretty sure that tank would have no bottom in it now...
