I suspect it's a volunteer thing. Someone with more time/passion than 
sense says that they'll do it, and the rest of us gleefully scan the 
archives and spam the poor person with the questions we're personally
sick of answering, and proposed answers to them.

Then the FAQ maintainer runs screaming off into the night and we never
hear from him/her again.
