Hi Dave,
I have two answers for why this misuse is so wide.
1. Some important connection points in the local Apache community give
the wrong practice.
Let me name some of them, and please do not interpret it as a blame. I
saw blog posts from Apache Flink WeChat Account, channels managed by
Dromara org (who donates ShenYu and more) often use the term "PMC" to
refer "PMC Members", like "Congrats to sb. to become a PMC". It's so
common to use and their influence let newcomers just interpret PMC as
an opaque term as an alias to "maintainer" or "a title that in a
higher level than committer" (while such hierarchical community
understand is another common misunderstanding).
2. So, I believe when people actually know that PMC stands for
"Project Management Committee" and know what a "Committee" is (it's
not a common word, I have to say), they can use it properly. But
basically, they don't know what "PMC" means, as stated above.
