Open Development criteria also met --> Out of the Incubator. Then I think we have a relatively simple guide-post on how to proceed. As for downstream users getting caught up in community collapsing Incubating projects --> Well, if they have a direct dependency on it, they know the risk. If they are transitively dependent, the project in between has the real headache, yet the sources are available.
