What is the purpose, general speed regulation or does the spindle need
to be controlled well enough for rigid taping?   If the later then you
are going to need a quality sensor encoder.

If general speed control is the goal that I've wondered for a long
time if I couldn't just look at the current in the motor lead.  I
tried this once with a small brushed motor and the brushes where so
noisy it swamped any periodic current draw.    But if the motor were
brushless and externally combatted it should be easy to find the RPM
by monitoring the power leads.
