What is the purpose, general speed regulation or does the spindle need to be controlled well enough for rigid taping? If the later then you are going to need a quality sensor encoder. If general speed control is the goal that I've wondered for a long time if I couldn't just look at the current in the motor lead. I tried this once with a small brushed motor and the brushes where so noisy it swamped any periodic current draw.
