Because I and guess ISPs also don't want somebody to mess with the resolution 
answers of their resolver. If I screw up I am responsible, but if another third 
party that probably I don't have a contract with screws up who is responsible. 
As an admin of DNS Services at an ISP you will get that question if something 
goes bad, and that is why I didn't like the DLV approach.

It probably couldn't as people tend to ignore advices no matter how often you 
write them down. That's why I think we shouldn't include them in this draft.
