Yeah, The problem is that they now require the organizations to Pay (at
least in GsOD). So anyone who steps up needs to know first if this is at
all possible within the ASF as an organisation (when we submit the project
we confirm that the organisation is OK with accepting the terms, so without
someone confirming that, it might not be possible.

* Technical writers no longer apply through Google to be matched with
organizations
* Organizations submit project proposals as part of their application,
including a budget and proposed metrics
* Accepted organizations receive grants, which they use to pay technical
writers
* Organizations submit final evaluations and case studies
