OK, add another item to the list: * Server-side blocking. Whether based on the client's IP address or user agent or cookies or any other data, the web server might be rejecting this client's requests specifically. If you go to any web site that reports your IP address (for example, <http://wooledge.org/myip.cgi>), do you get the same address from the Debian system and from the Windows system?
