https://www.iplocation.net/ip-lookup reports a location of Texas for this address, so server-side Geo IP blocking seems unlikely. If no browser extensions have been installed, then the most likely causes would seem to be a client-side firewall, or name resolution shenanigans. What's in your /etc/resolv.conf file? If you change the /etc/resolv.conf file to contain only "nameserver 1.1.1.1" (without the quotes, of course), does anything change?
