PHRF works pretty well (what else has worked better that I could afford?)
to allow me to race Mojito.  I have a Laser that I could race without the
handicap issues, but there are very few one design fleets that race
regularly round here (that I know of at least).  I used to be the
handicapper for the Boston fleet under PHRF New England.  That didn't mean
I could make handicap decisions (I had to consult "head office" for
everything), but did give me an insight into how things worked.

Generally people were happy with what they got, especially when racing in a
close fleet, but everyone would have a gripe about the one sports boat in a
fleet, or the boat that added a square top main without handicap, or the
fact that asym's were given a 9 second handicap benefit over symmetrical
spinnakers (even though they are now getting closer to regular downwind
angles), or the guy who kept losing who thought it was all because of his
handicap when others could clearly see the real reason...

I'm preparing "imputed handicaps" for the 35-3 handicap review that ECSA
have asked me to appear at on the 25th.  We'll see what happens - I'm not
expecting anything...
