I think what you're asking for is a measurement rule, Edd. And if we can get some foreigners interested in it, we can call it an international rule... For offshore boats. Yeah, the International Offshore Rule, IOR for short. Oh wait...
Seriously, the human factor is what makes PHRF a better rule than a strictly measurement-based rule. I still get a kick of looking at half models of last-generation IOR boats. The distortions at the measurement points is astounding. I don't have an answer, I'm just sitting watching the snow fall with nothing much I have to do. I do remember an article in 48 North magazine years ago about rating rules entitled "If You're so Good, Why Don't You Sail One Design." And that holds true today. There is nothing so much fun in sailing as getting out on a race course with a bunch of other boats just like yours and sailing around a course. It doesn't much matter if it's Ideal 18s or C&C 40s.
