In their defense (Marko and IPX), they are working on it but the logistics are 
a little tricky.  I don't think you can just flip a switch and institute 4 hour 
blocks.  It will have to be tested, Beta tested and then tested again.  You 
also have to take in account who will get the short end of the stick.  Since 
most blocks are based on PST, other time zones may start complaining if a 4 
hour block system is implemented.
