[quoted lines by Michael Katzmann on 2016/07/30 at 11:59 -0400]

>I finally got it by changing the option from "Type=forking" to "Type=idle" in
>the [Service]" section of the service definition file.

Then something else must be worng. With Type=forking, what does the log contain
and what does systemctl status say?

>here are the two logs, one from boot (with no responsiveness from the braille
>keys) and one after restart of the service where it does. It looks like brltty
>is throwing away the input for the braille keys for some reason (sees dot
>three but treats it as a NOOP)...

Please try also enabling the api log category.
