Are you able to capture a debug log? If so, make sure you have the log file 
written to a location that'd be mounted very early - maybe right under root in 
order to be sure. Add these two lines to your brltty.conf:

   log-file /brltty.log
   log-level debug,inpkts,outpkts,brlkeys,brldrv
