From what I understand, one major issue here is that allowing
individuals to obtain resources directly from ARIN makes ARIN a B2C
(business to consumer) business, rather than a purely B2B (business to
business) business. This may (will?) trigger all sorts of additional
legal complexity for ARIN, which means more lawyers, which means more cost.
Natural persons with ARIN resources feels like a pretty corner case
thing to me. I doubt that this additional legal/regulatory complexity is
worth the benefit. That said, I don't feel particularly strongly nor do
I have a good handle on how many people would benefit vs what the actual
costs are. That's what we have the ARIN Board for.

As a resident of the many US States that DOES NOT "Register"
businesses, who operate under their legal name, and in fact has
provided NO WAY under its laws to do so, I think your suggestion to
"Please abandon this policy" is wrong.
Fictitious Name registrations in my state are NOT permitted of those
attempting to register their actual name as a fictitious name. The
entity registering a "Fictitious name" MUST be different than the
fictitious name itself, and in fact the State registration system
enforces this.
One might obtain a "Business Tax Receipt", formally called a
"Occupational License", but those that are simply using resources for
their own personal use such as for internet access are not "doing
business" and are not required to do so. Also, "doing business"
triggers things like zoning for the proposed business, which is not
required if one simply wanted to obtain resources from ARIN.
As pointed out, most RIR's, including even the predecessor of ARIN
allowed individuals to register for resources, and I know that there
are still some living persons today that still hold such resources
issued prior to ARIN.
I think it is wrong tor ARIN to insist on Corporations or LLCs as a
condition to receive resources. Especially if the person in fact is
personally using the resources, rather than using them in a business.
