You are assuming that: 1) Individuals have no right to obtain resources; or
2) That It is in fact possible in all possible States or Nations to REGISTER a sole proprietor.
As a resident of the many US States that DOES NOT "Register" businesses, who operate under their legal name, and in fact has provided NO WAY under its laws to do so, I think your suggestion to "Please abandon this policy" is wrong.
Fictitious Name registrations in my state are NOT permitted of those attempting to register their actual name as a fictitious name. The entity registering a "Fictitious name" MUST be different than the fictitious name itself, and in fact the State registration system enforces this.
One might obtain a "Business Tax Receipt", formally called a "Occupational License", but those that are simply using resources for their own personal use such as for internet access are not "doing business" and are not required to do so. Also, "doing business" triggers things like zoning for the proposed business, which is not required if one simply wanted to obtain resources from ARIN.
As pointed out, most RIR's, including even the predecessor of ARIN allowed individuals to register for resources, and I know that there are still some living persons today that still hold such resources issued prior to ARIN.
I think it is wrong tor ARIN to insist on Corporations or LLCs as a condition to receive resources. Especially if the person in fact is personally using the resources, rather than using them in a business.
