Historically, the RIRs (with perhaps the exception of LACNIC) have always dealt 
with individuals. Today, of the 5 RIRs, a majority continue to allocate to 
individuals. 

The RIRs were never intended to be gatekeepers, disallowing an entire class of 
requesters (at least, within their region). Their role was to facilitate the 
sub-allocation of resources to meet publicly documented policy goals 
(initially: conservation, routability, and accountability via registration). 
“Making it perhaps easier for registry business/legal processes” wasn’t a 
particular policy goal as far as I'm aware.

The real question is why shouldn’t an individual be able to obtain resources?
