I disagree. If there currently isn’t a problem, there isn’t currently a need to 
change policy. If some jurisdiction in the ARIN region changes their laws or 
regulations in the future in a way that ARIN’s business practices can’t 
sufficiently adapt to, we can adopt a policy change at that time targeting that 
situation. 

Right now we don’t have any clear justification to do anything differently, and 
IMO should abandon this policy proposal if no one can identify specific 
jurisdictions in which obtaining the necessary government organizational 
paperwork (e.g. registering or declaring a sole proprietorship) is 
costly/onerous.
