ARIN does not have a hard non-discriminatory requirement. This is why
there's a policy process. Which is why we have this proposal.

I don't believe the problem statement demonstrates a need for a
change. The existing process doesn't "limit access". It sets a
condition. The applicant can adhere to requirements and get resources
as a result. Because there isn't a local requirement to forn an
entity, register or get a business certificate that doesn't
automagically invalidate the ARIN requirement. Comparing to another
RIR isn't relevant;  ARIN business processes and obligations are
different and so are community expectations.

Most importantly, the proposal doesn't identify any actual harm caused
by existing policy.
