Props on rewarding officers; should be based on the interest index of
the office. Not sure I like decay. Hoarding money is, er, not
something I would say has to be legislated away.

Hmm. I'd prefer a more interesting system than auctioning.

I'd prefer there to be an incentive for new players to trade and hold
offices to climb up the ranks.
