The next circulation will be "final draft", I was planning on erring on
the side of adopting a few days late; if it's made distributable for the
week of the 29th it won't be through voting until july.

The other possibility was post-dating, "this proposal makes these rule
changes on July 1."  But that's never been tested so I don't know if
that works with R106 (I don't see why not but I'd prefer to test before
trusting it).
