Judges don't get salaries of some kind anymore?  I haven't been keeping
track personally, I just assumed we still got notes or something.  I
agree (also to your point on tardiness) that salaries would be motivating
to many.

Speak for yourself.  Some of us care that a game which is about rules
and rules adjudication be played with fair and reasonable judicial 
processes that is respected by the players when judging.  As I said,
I thought we still had judicial salaries :).  If we don't, adding them
is a good carrot.

Isn't that possible now?  If not, we did something like this with cards,
not just in having a separate "document" that was in effect part of the
ruleset, but that we had "blueprint" cards which could be made w/o
objection or with various support, and so had low-level rules of this 
sort.
