You're right, I was using the CSS terminology "border" to refer to the document 
property "changebars"; and indeed, the note under "limitations" does clearly 
explain that the converters are not perfect ;-}

fwiw ... even FrameMaker, the nec plus ultra of documentation tools, makes a 
poor job of change bars in tables unless the user knows the workaround

I'm sorry, my answer to your question about borders was incorrect. Now that 
I've understood that you were talking about changebars (changebars are not 
borders per se), the correct answer is almost certainly found in
