Hm. I have found one old xhtml file where I managed to use a .ditaval to have
change bars in the margin, but have no idea where I found the information that
told me how to code the changebar option.
<revprop action="flag"
changebar="style: single; width: 3px; placement: start;" val="2.1"/>
And of course, the nifty new(er) EasyProfiling addon includes a Styles dialogue
and options for setting borders ...
I can live with the fact that .pdf conversion can't handle changebars, though.
I'm sorry, my answer to your question about borders was incorrect. Now
that I've understood that you were talking about changebars (changebars
are not borders per se), the correct answer is almost certainly found in
documentation:

Please search for "@changebar" and you'll find:

Change bars are implemented by only a few XSL-FO 1.1 processors, namely
RenderX XEP and Antenna House Formatter . For any other XSL-FO processor
(e.g. Apache FOP, XMLmind XSL-FO Converter) and also for all XHTML-based
output formats (e.g. EPUB, Web Help), change bars are emulated using
left or right borders. This emulation may give poor results when a
change bar is added to a table.
