Why does it have to be the clone "so close as possible". I think most unix/linux users likes to see their programs integrated with they current style. This is kind of the idea of wxWidgets. I fear that when your project is finished other projects like Code:Blocks might be chosen due to its long and and active development. Although I believe Dev-C++ it's a great IDE, projects like Code::Blocks are pretty much getting there. It might be more useful to make some kind of tools that can import projects to each other. And as Francesco said it would be a lot of work!
