However I'm a bit pessimistic over the final results (and I talk for 
personal experience) and wonder if this isn't a "killer" task (i.e. IMHO 
it involves a _lot_ of work): wxDevC++ gives the idea to be pretty big 
so why not:
  - ask wxDevC++ developers to port with your help the IDE to wx, 
instead of you doing the work alone
or
  - help with other Open Source IDEs, like Code::Blocks which are 
already wx-based

well, there is the wxCoolbar component hosted here at wxCode :)
unfortunately the author has not uploaded any source yet :(
maybe you could get in touch with him.

I'm not sure to understand what you mean: however if you develop 
something wx-based relatively small and self-contained (e.g. a wxCoolbar 
implementation) you are encouraged to submit it here and then reuse it 
in your project as 3rd party library...
