just take a look at CVS. some feedback:
1. there are some .html are just English, no Chinese at all:
words-to-avoid.cn.html
thegnuproject.cn.html
rms-nyu-2001-transcript.cn.html
fdl.cn.html
copyright-and-globalization.cn.html
2. we must change all .html to .po first. then we can use "GNUMakefile"
to sync the .cn.po to the upstream version. like:
"make VCS=yes"
"make sync"
we better *DO THIS FIRST*
