I would like to vote to keep the limit. The sniper rifle is such a 
powerful weapon, that it needs an artificial limit such as this to make 
it a bit more fair. Also, in real life, laser scopes have a limited 
range that is much smaller than the range of the bullet. If I'm not 
mistaken, Worms has a limited laser scope too, though that is important 
of a reason than the first one.

I think what he is saying here is that the up and down movement is 
jerky, and it is very hard to make it line up with a specific  target 
point. Moving small increments is very hard. This is simply part of the 
game however, and not something inherit in the sniper rifle. If I 
remember correctly, artificially lowering your frame rate allows you to 
aim better.

I like the idea of using shift to make smaller movements.
