Hallo Günther, hast du schon probiert, ein sudo vor diesen Befehl zu setzen?

32GB@32GB:~/Downloads $ weectl station reconfigure

also:

32GB@32GB:~/Downloads $ sudo weectl station reconfigure

Von mit Paketinstaller mittels sudo installierten Files in /etc würde ich 
annehmen, dass diese nicht dem User gehören, mit dem du weectl ohne sudo 
ausführst. Daher fehlt dann auch höchstwahrscheinlich die Berechtigung, auf 
diesem Weg /etc/weewx/weewx.conf zu verändern.
