Hi Guenther, to be this looks more like an access control problem (" 
Permission denied: '/etc/weewx/weewx.conf"). As since recently WeeWX moved 
from root to the weewx user, I guess this may be your problem.

For me all the files in /etc/weewx are owned by the weewx user and group.
