No. I believe tool usage is proportional to group membership but the proportionality factor is different for every tool. For some tools it is 1 (every user is a group member and every group member is a user), for some tools it is 0 (there are user but no group members). For web2py it is somewhere in the middle but I would be very surprised by the proportionality factor it not a constant over time for each one project. The most important thing I see in the plot I posted is that users' growth is a smooth exponential and there are no significant jumps. I interpret this with the fact that web2py is not spreading because of major news (which happens a specific times and would cause jumps as in the stock market) but, instead, it is spreading by worth of mouth. We could actually compute from the plot the probability that one of you will convert a new user to web2py within the next year (and I encourage my students to compute it!).
