The "Install registry settings" is not well-named. The particular settings it installs are for user-mode helper operation - which is not what you want unless you would like to have different passwords required any time a different user is logged on. Here's what I would do.
(1) Go to the server's physical console and completely uninstall WinVNC. (2) Reinstall, don't add the default registry settings. (3) Go back into VNC/Administrative Tools and select "Install WinVNC Service". This sets it up as a service and configures it to automatically start, but does not configure a password. *Do not* reboot. (4) Open the Services applet (inside the Computer Management applet as well as other locations on Win2000) and start the WinVNC service. (5) As the service starts, it will pop up the warning about no default password for the system. Type in the password and it should now function the way you want. As a check, if you go back into the registry and look at: HKEY_LOCAL_MACHINE\SOFTWARE\ORL\WinVNC3\Default you will see that it does have the binary password value entered.
