I know you can run at&t VNC on WinXP RC2 - I saw it running last night and have used it before. I don't know of anyone running it on the released version, so I can't comment about that.
Have you tried running it on a different port? Perhaps something else is blocking 5900? I usually use 'telnet <host> 5900' to confirm that winVNC is running, although I often have to press enter a couple of times before it comes up with RFB 003.003 that's all I can suggest at the moment...
