If you go to Settings, Accessibility, VoiceOver, Audio, Audio Ducking is the 
second item.

First is VoiceOver Sounds and haptics.

 

IN there you can choose between the three states, off, always on, or while 
speaking.

If you put it on the rotor under Settings, Accessibility, VoiceOver, Rotor, 
Rotor Items, you can adjust the settings on the fly with the rotor instead of 
having to go into settings every time.

Yes I did go to settings and I couldn't find audio-ducking but as you tell me 
it's in accessibility. 

A good tip is the search tool for sure.
